1k stat cloak

Does anyone know where to get the +1k all stat cloak? I remember that it used to be in vote, but it's not there anymore. is it gone forever now?

Dude, no need to get all aggressive about it. I was just wondering since I had 5 characters that still needed the cloak. I still voted every day, even after I stopped playing.

Anyway, since the server got wiped, it's back in vote, so I guess this is all cleared up.
